Open the catalog, filter by "safety shoes," and there they are: a $55 pair that meets the standard, and a $210 pair that looks nearly identical unless you know what to look for. You've got 40 workers who need boots, gloves, safety glasses, plus the fire alarm maintenance contract. The budget is finite. So you buy the $55 pair, process the PO, and move on to the next line item.
I've done exactly that for six years. I'm the procurement manager at a 200-person distribution company, managing a safety equipment budget of about $180,000 a year. That means I've signed off on every pair of boots and every safety system installation in our facility. When I audited our 2023 spending, I found a pattern that changed how I buy everything.
